Establishment

The Association is a non-profit organization established and approved by the Ministry of the Interior on September 29, 2016. Its founding assembly was held on March 3, 2017, and was registered as a juridical association with the Taipei District Court. With over 50 initiators, the main purposes of the Association are to assist in promoting the system establishment, academic exchanges, legal research, case studies and applications of "Public Private Partnerships (PPPs)"; to enhance PPP professional knowledge and practical management development; to strengthen cooperation and communication between members and relevant PPP institutions in the Asia-Pacific region; to provide members with comprehensive services as well as to ensure their legitimate rights and interests.

What PPPs Means

“Public Private Partnerships (PPPs)” is a governance model that involves collaboration between the public and private sectors, primarily used in such projects as major infrastructure, medical care and long-term care services as well as urban renewal. Due to limited government funding and inefficient management practices, PPPs actively seeks private capital investments and utilizes private sector management capabilities to establish a "partnership" through models such as BOT, ROT, OT, PFI etc. so as to improve infrastructure efficiency and effectively manage existing resources. At the same time, through government incentives, compensation and responsibility redistribution, PPPs can enhance the quality of such fields as public construction and social welfare, and thus help to expedite the overall socio-economic development.

Operational Concepts

The principal purpose of the Association's operation is to enable both the public and private sectors and the general public to have a correct and clear understanding of PPPs as well as to encourage government and businesses to actively promote PPP-related infrastructure construction with a positive attitude, by using forums, lectures, workshops, and policy research as main activities, supplemented with visits and social activities to promote international and cross-strait exchanges. Furthermore, in order to conform to our expected goals, the Association also conducts specific interactions with relevant institutions in the Asia-Pacific region by means of exchanges and inspections which help Taiwanese businesses go global by participating in various basic public construction projects and urban renewal initiatives in this region.

Missions

◆To provide members with consulting services on industry-specific information and legal regulations;
to conduct industry surveys, statistical analysis, theoretical research, and exchange of experiences.
◆To offer members continuous education courses to enhance their understanding of the theoretical basis,
project selection, investment operation and risk management of public private partnerships.
◆To collect and organize news and updates about PPP projects both domestically and abroad for the benefits of the members.
◆To organize cross-strait and international business exchange visits as well as various types of seminars,
forums, and social activities for PPP-related actors with an aim to fostering closer contacts and cooperation.
◆To keep abreast of updates and trends of relevant industries and timely report to competent authorities in order to safeguard the interests of the PPP sector.
◆To participate in the policy planning and regulation-making process of the PPP sector; to cooperate with the implementation and research recommendations of government economic policies and commercial laws and regulations.
◆To ensure effective operation and development of various units within the Association.
◆To enhance connections and cooperation with other investment-related industries.
◆To maintain the legitimate rights and interests of members, supervise member self-discipline, collaborate on matters of business improvement, contacts and coordination.
◆To undertake commissioned projects and services from government agencies or other organizations.
◆To handle other matters in order to achieve the purposes of the Association or to comply with legal requirements.

Membership Activities

◆ PPP Forums, Keynote Speeches, and Seminars
Each year, we invite government officials, international experts/scholars and business leaders to take part in a PPP-themed forum in which a few
thematic reports shall be presented and their findings be verified through case studies and mutual discussions with an aim of seeking
consensus between public and private sectors so that people can have a correct understanding of PPPs to facilitate future infrastructure
promotion and application.
We also periodically organize keynote speeches or seminars to analyze and explore in depth the current domestic and international political-
economic trends’ relevance of and impact on PPPs as well as the cases of government-implemented PPP projects from perspectives of policy,
institutional and implementation aspects. We then propose specific viewpoints with feasible approaches which are continuously included in
practical selections for reference by government and businesses.
◆Corporate Visits and Exchanges
We regularly invite business representatives to visit relevant PPP organizations and academic institutions at home and abroad for
inspection and communication. Through practical discussions, we are able to broaden our horizons, draw on rich experiences, and assist
businesses in breaking through barriers and improving performance. We also establish bilateral communication channels with PPP
organizations and academic institutions in Asia-Pacific countries as well as in Mainland China. By conducting multidimensional mutual research
and sharing experiences or research results, we expand cooperation areas so as to benefit the development and transformation of domestic
businesses.
◆PPP Professional Training
We conduct professional training in PPPs, focusing on courses such as its basic concepts, investment contracts, dispute resolution, and project
execution/management, which are designed to offer continuous education for public-sector officials as well as private enterprises in
order to enhance their understanding of the theoretical foundations of PPP systems, project selection, investment operations and risk
management. Our goal is to strengthen the knowledge and practical skills of industry professionals and central/local government officials in
PPPs so that they can effectively promote participation in PPP projects.

Outlook and Expectations

The United Nations is currently actively promoting the use of PPP models in developing countries to promote major infrastructure and health welfare policies. If Taiwanese businesses utilize PPP models more effectively, they can not only participate in our country's major infrastructure construction, urban renewal or health and welfare work but also increase opportunities for international project participation. A professional and sound PPP ecosystem includes professional consultants, financial and legal services, business execution companies, dispute resolution mechanisms, etc. The mission of this Association is to encourage our businesses to participate in infrastructure construction and to improve the quality of public construction and other public services' operational efficiency so that people can enjoy high-level public services, achieving the expected goal of creating a "win-win-win" situation for government, businesses and the general public.
